We are developing an auction-based dynamic spectrum access protocol for the digital dividend. Through this protocol, networks bid to become primary or secondary users based on the utility they expect to receive or the type of traffic they wish to carry. The problem of allocating primary and secondary rights on a channel is solved by processing the bids with the objective of maximizing the regulator's revenue or maximizing social equity.
