He has done his Masters in Library and Information Science (MLIS) from Indira Gandhi National Open University, New Delhi, and holds a Ph.D. degree from T.M. University, Bhagalpur. He has served as Librarian in higher secondary schools, and as a Library Professional in the State Central Library, Itanagar. Dr. Pandey contributed immensely towards Library Management and its utility aspects. He has to his credit a number of research papers, and has delivered lectures in various institutions. He has also been training people in the same profession for the last few years by giving radio talks, and publishing articles in local dailies.
