This book includes ten chapters on Public Revenues, the first two chapters being Public Revenue Structure and Tax Incidence and Principles of Tax Shifting, and the remaining eight chapters dealing with eight individual taxes such as Personal Income Tax, Corporation Income Tax, Expenditure Taxation, Net Worth Tax, Property Tax, Taxes on Gifts and Inheritances, Sales Taxation, and Customs Duties.
The book, besides analysing public revenue structure, dilates on the traditional and modern concepts of incidence and presents an analysis of how tax shifting takes place under partial equilibrium conditions and what would be the tax incidence under general equilibrium conditions. In dealing with individual tax items, an effort has been made to examine how far a particular tax is fiscally rational, to trace briefly the history of each tax item in this country and its present position, to analyse the tax base in each case, and how far the imposition of the tax is justified in the present circumstances after looking both to its merits and demerits. The reader would especially feel interested in apprising himself of the situation after the abolition of the Estate Duty, and of the controversy whether the sales tax be abolished, be retained, or be replaced by another tax.
The book would be quite useful to the postgraduate students of our Universities, to those appearing for various competitive examinations, to the administrators engaged in taxation, and to the public at large.
P.C. Jain, B.A. Hons., J.D., M.A., Ph.D. from Punjab, Delhi and Kurukshetra Universities respectively has been Professor and Head of the Department of Economics, Kurukshetra University, Kurukshetra (Haryana) from where he has recently retired after rendering 34 years useful service to the teaching profession. He has been Coordinator of University Leadership Programme of the University Grants Commission at the Kurukshetra University Economics Department for quite a few years. He has been President of Haryana Economic Association since its inception in 1979 to date. He has been member of Boards of Studies and of Faculties of various Universities in the region. He is Member of the Haryana State Planning Board. He has authored Agricultural Taxation in Haryana and three volumes of Economics of Public Finance. More than a dozen of his scholars have been awarded Ph.D. degrees and many more M.Phil, degrees for their dissertations.
