The book contains an analytical, graphic and yet, judicious study of the much debated and controversial topic of a suitable legislation on “Uniform Civil Code” for all the citizens of India despite their religion or race or ethnicity in compliance with the constitutional mandate under Article 44. The author has most capably and creditably examined the subject in all its multidimensional aspects and in view of the fact that, like in India, in almost all countries of the world, Muslims co-exist with other religion/ethnic or racial groups and are governed by the same Civil Laws without any animus or discordant relationship with their fellow countrymen. Relevant “Ayyats” have been quoted from the Quran along with various judicial verdicts, vis-a-vis the reforms made in other Islamic countries of the world, wherein personal laws have been subjected to suitable change in view of the prevalent local conditions. The author has dispassionately and unequivocally brought before the intelligentsia the fact that unfortunately the subject has generated a lot of unavoidable and spiteful controversy, which sprung not from reasons, but from misconstructed religious sentiments. The entire contents of the book are thought provoking, and they give an impetus to intellectuals to explain to the people in general, and Muslim in particular, the merits and advantages of the Uniform Civil Code and exterminate their unfounded fears.

Soon after his M.A. L.L.B. degree, M.S. Ratnaparkhi practised at the Bar in Amravati (Maharashtra) and subsequently, joined the judiciary in 1953. By the dent of his honesty, erudition and dispassionate judicial service, he carved a niche for himself and was elevated to the coveted post of Distt. & Sessions Judge in 1974. In appreciation of his judicial merits and talents, he was appointed as the Justice of Bombay High Court in 1985, from which post he retired in 1990.
After his retirement, he wrote extensively in local newspapers on various topics like Jammu & Kashmir Tangle, Privileges of Legislature, Judicial Activism, Federalism, Secularism and various social matters etc. He participated in several debates on constitutional matters alongwith various judges, inter alia The people’s Representatives Act and in the latter case, he shared it with Mr. T.N. Seshan, former Chief Election Commissioner of India. He is the arbitrator on various disputes including those connected with the Nagpur University. He is the examiner for L.L.M. and Ph.D. students. The depth of his analytical study of Jurisprudence, anxiety for social reforms with national integration has become manifest in this book. Currently, he is intending to write on Kashmir tangle.
