Indessen wird regel- mä ig nicht darauf eingegangen, wie diese Einbeziehung im einzelnen geregelt sein könnte. Die vorliegende Untersuchung ist dieser Frage gewidmet. Sie soll aufzeigen, in welcher Weise die Haushaltspolitik der Gemeinden in die allgemeine Konjunktur- politik integriert werden kann. Dabei geht es in erster Linie um die Entwicklung technischer und institutioneller Verfahren, weniger um die allgemeinen konjunk- turpolitischen Fragen, die sich in diesem Zusammenhang stellen. Ebensowenig ist mit den entwickelten Vorschlägen ein Urteil darüber verbunden, ob es im gegenwärtigen Zeitpunkt angebracht ist, die Gemeindehaushalte besonderen konjunkturpolitischen Ma nahmen zu unterwerfen. Die Untersuchung geht vom gegenwärtigen Stand des Gemeindefinanzsystems aus, führt aber zu dem Ergebnis, da auch unter konjunkturpolitischen Gesichts- punkten eine Reform, die die Gemeinden in die Lage gleichberechtigter Partner der Finanzverfassung versetzen würde, angezeigt ist und bessere Voraussetzungen für die konjunkturpolitische Koordinierung der öffentlichen Haushalte schaffen würde.
