Charakteristisch bei diesem Handel war, dass er, bezogen auf die Region, den Gegenstand und den Handelspartner überwiegend freiwillig und selektiv stattfand. Nach einer langen Zeit der Kolonialisierung begann mit dem Ende des 2. Weltkrieges eine Phase der grundsätzlich freien, aber durch vielfältige wirtschaftliche und politische Interessen dennoch protektionistischen Welthandels. Durch die wachsende Bedeutung des Fertigwarenhandels und damit des Warenaustauschs zwischen den Fertigwarenproduzenten sowie die rasch zunehmende Macht multinationaler Konzerne, begannen sich die Gewichte im Welthandel noch stärker als zuvor zu den klassischen Industrieländern hin zu verschieben. Ein Geflecht bi- und multilateraler Verträge und Abkommen, geprägt von Traditionen und Erfahrungen, bildet die Grundlage der heutigen Welthandels- und Weltwirtschaftsordnung. Das Konzept des freien Welthandels basiert auf der Annahme, dass sich dadurch die weltweite Versorgung mit Gütern und Dienstleistungen verbessert. Meistens wird stillschweigend davon ausgegangen, dass von den Wohlfahrtsgewinnen alle am Handel beteiligten Nationen und eventuell sogar in gleichem Umfang profitieren. Die Praxis zeigt aber, dass unterschiedliche polit-ökonomische Ausgangsbedingungen und die damit im Zusammenhang stehende ungleiche Verteilung von Macht zu ungleichen Tauschbeziehungen führen. Bisher gibt es keinen theoretischen Ansatz, der dieses Phänomen vollständig erklärt. Allerdings wurden, vor allem zwischen 1960 und 1975, verschiedene Lösungsansätze veröffentlicht.
