Die okonomische Bedeutung der offentlichen Versorgungswirtschaft war bis heute Gegenstand zahlreicher Untersuchungen. Unbefriedigend dabei ist, da13 auch die neueren Arbeiten weitgehend auf die notwendige theore- tische Erklarung der Zusammenhange mit der allgemeinen wirtschaftli- chen Entwicklung verzichten und sich auf deskriptiv-historische Betrach- tungen beschranken. Nur einige Teilbereiche der Versorgungswirtschaft, z. B. die Art der Preisbildung und die Nachfrageentwicklung, wurden bis- her unter theoretischen Gesichtspunkten diskutiert. Die bekanntgeworde- nen Ergebnisse werden in dieser Arbeit in einen gro13eren Rahmen ein- geordnet. Mit Hilfe des von der modernen okonomischen Theorie ent- wickelten Instrumentariums wird versucht, die langfristigen gegenseiti- gen Beziehungen zwischen der Entwicklung der Gesamtwirtschaft und der offentlichen Versorgungswirtschaft aufzuzeigen sowie die entscheidenden wirtschafUichen Gestaltungskrafte dieses Sektors zu analysieren. Die vorliegende Arbeit basiert weitgehend auf meiner Anfang des Jahres 1966 abgeschlossenen Hamburger Dissertation. Dankbar erinnere ich mich dabei an den Rat und die Unterstiitzung meines Lehrers, Herrn Prof. Dr. Dr. Dr. h. c. Fritz Voigt.
