About The Author

Malik, Garima: - Garima Malik is Assistant Professor at the Centre for Policy Research in Higher Education at the NIEPA. Previously, she was an Assistant Professor of Economics at University of Delhi. She was a fellow at the Indian Council for Research on International Economic Relations and worked as an economist with Tata Services Limited and Pricewaterhouse Coopers.

Varghese, N. V.: - N. V. Varghese is Vice Chancellor, National Institute of Educational Planning and Administration (NIEPA) and also the founding director of the Centre for Policy Research in Higher Education (CPRHE) at NIEPA. Formerly, he was the Head, Governance and Management of Education, International Institute of Educational Planning (IIEP/ UNESCO), Paris.
