M.S. Ratnaparkhi is a retired judge of Bombay High Court. After acquiring a degree in law, he joined the judicial service in the erstwhile State of C.P. & Berar. By the dint of his honesty, erudition and judicial integrity, he carved a niche for himself and was promoted to the post of District and Sessions Judge in 1974. In 1985, he was elevated to the position of a Judge in Bombay High Court from where he retired in 1990. After his retirement, he extensively wrote books and articles to enlighten and create awareness among the masses. His topics of interest include Jammu and Kashmir tangle, privileges of legislature, judicial activism, federalism, secularism, to name a few. His first book titled Uniform Civil Code: An Ignored Constitutional Imperative (1997) reflects the industry he has put in. Any reader would be amazed by the wealth of information it possesses. The next book titled The Grey Areas in the Indian Political System (2009), a compilation of articles published earlier, was also largely read. Ratnaparkhi has been the President of the Institute of Human Rights, Nagpur and was on the editorial board of its journal of all India standing. Under his Presidentship, the Institute organized all-India seminars on subjects like terrorism, and brought out Nagpur Declaration in recent past. He has also written on topics like “Religious Conversions—Whether a Fundamental Right”, “Erosion in Moral Values in Public Life”, “Ethical Bankruptcy” and “The Constitutional Review” in the wake of changing socio-political and economic scenario. He is highly respected in the field of judiciary and academics and is known as a great scholar in public life dealing with contemporary issues.
