Ce livre s'inspire des expériences personnelles d'un diplomate espagnol qui a travaillé entre 1986 et 2013 à Bruxelles, auprès des institutions européennes et de l'OTAN. Dans un premier temps, l'auteur évoque son passage à la Commission Européenne, sous l'égide de Jacques Delors, au moment où la construction du marché unique battait son plein, l'Allemagne se réunifiait, la nouvelle Union s'élargissait vers l'Est, se projetant aussi vers la Méditerranée et l'Amérique Latine, et la paix au Proche Orient paraissait possible.

Se trouvant auprès de l'OTAN le11 septembre 2001, l'auteur fut également un témoin privilégié du moment où le vent tourna et où l'Alliance, après avoir cru qu'elle pouvait se passer de sa politique de défense traditionnelle face à un agresseur unique et bien identifié, et initier une nouvelle étape centrée sur le maintien de la sécurité dans les Balkans, dut faire face à un tout autre ennemi: le terrorisme islamiste. Le dernier chapitre décrit les deux années pendant lesquelles, alors que Juan Prat était délégué de la Catalogne auprès des Institutions européennes, se propagea un mouvement promu par des groupes politiques séparatistes qui, s'appuyant sur les sentiments identitaires et une propagande bien montée, revendiquèrent l'indépendance de la région.

Ce témoignage se conclut par des commentaires personnels sur la situation de l'Union Européenne, de l'OTAN et plus généralement du monde après la première pandémie du XXI^èmesiècle, pour laquelle - encore une fois - personne n'était préparé. Tout cela dans un scénario nouveau avec, en toile de fond, la Chine prête à redevenir l'Empire du Centre, dans un monde en pleine effervescence.

About The Author

Juan Prat y Coll est né à Barcelone en 1942, a fait ses études au Lycée Français et est licencié en Droit. Il a accédé par concours à l'Ecole Diplomatique en 1968 et a occupé successivement des postes en Equateur, Union Soviétique et Corée du Sud. Il a été ensuite Directeur Général des Pêches Maritimes et Chef du Bureau Economique et Commercial au Maroc. Après onze ans à la Commission Européenne il a été Ambassadeur en Italie et aux Pays Bas et Représentant Permanent auprès du Conseil Atlantique (OTAN). Il a fini sa carrière au service de l'État Espagnol comme délégué de la Catalogne auprès des Institutions Européennes à Bruxelles, où il a établi sa résidence.
