Churchill define indirectamente con sus propias palabras la democracia como la mejor forma de gobernar un Estado de todos para el pueblo, dado que la democracia es regentada directamente y/o indirectamente por él. I. La palabra democracia proviene del griego y está compuesta por las palabras demos (esp.: pueblo) y kratein (esp.: gobernar). Por lo tanto, significa el gobierno del pueblo. Después de la antigüedad griega la primera unión democrática en el mundo fueron los Estados Unidos con su constitución política de 1776. Después de un corto renacimiento de las dictaduras a principios del siglo XX, en Europa el anclaje de las democracias empezó a darse comenzando del siglo IX con el fin de las Guerras Napoleónicas en 1815. Hoy en día hay un total de 85 Estados en el mundo que, oficialmente, se hacen llamar a sí mismo democráticos. El contrario de la democracia es la dictadura. Esta es la forma de gobernar un Estado que deroga todos los derechos y libertades democráticas. El poder sobre un pueblo está en cabeza de sola una persona - el dictador - o un grupo reducido de gente. Ya en la antigüedad Cicerón describió la dictadura como una Tyrannis la cual habría que ser evitada incondicionalmente. Con el fin de la segunda guerra mundial las formas poderosas de dictadura concluyeron en la mayoría del territorio europeo. Además de la República Democrática Alemana, Rusia y un par de Estados del este de Europa, la dictadura siguió siendo la forma de poder vigente.
