Erstmalig wurde in Gegenwart zahlreicher deutscher und russischer Spezialisten das russische Energie- und Bergrecht ausführlich und detailliert im Vergleich mit dem deutschen und europäischen Recht dargestellt. Die geschlossene und überarbeitete Präsentation der Vorträge leistet einen wichtigen Beitrag zum deutsch-russischen Energiedialog und fördert das Verständnis der unterschiedlichen rechtlichen Strukturen und der ihnen zugrunde liegenden unterschiedlichen energiepolitischen Konzepte. Dieses Verständnis für die Position des anderen ist unerlässliche Grundbedingung für eine fruchtbare Zusammenarbeit und eine darauf aufbauende wechselseitige wettbewerbliche Öffnung der Energiemärkte.

About The Author

Der Herausgeber: Franz Jürgen Säcker studierte von 1961 bis 1965 Rechts- und Wirtschaftswissenschaften an den Universitäten Münster, Köln, Bonn und Genf. Der Promotion in Rechtswissenschaften 1966 folgte 1970 die Habilitation für die Fächer Zivilrecht, Handels-, Wirtschafts- und Arbeitsrecht. 1971 promovierte er zum Dr. rer. pol. Es folgten Rufe auf Ordinariate für Zivil-, Arbeits- und Wirtschaftsrecht an den Universitäten Augsburg, Berlin, Bielefeld, Innsbruck, Hamburg, Kiel und Tübingen. Seit 1994 ist er Direktor des Instituts für deutsches und europäisches Wirtschafts-, Wettbewerbs- und Regulierungsrecht der Freien Universität Berlin und leitet zugleich das Institut für Energie- und Regulierungsrecht Berlin e.V. Zudem ist er Mitglied des Kuratoriums des Zentrums für deutsches Recht am Institut für Staat und Recht der Russischen Akademie der Wissenschaften in Moskau, wo ihm 1997 die Ehrendoktorwürde verliehen wurde. Seit 2004 ist er Mitglied im Wissenschaftlichen Arbeitskreis für Regulierungsfragen der Bundesnetzagentur für Elektrizität, Gas, Telekommunikation, Post und Eisenbahnen, Mitglied des neu gegründeten European Energy Institute (EEI) mit Sitz in Leuven sowie der Academic Society for Competition Law (ascola).
