El libro de H�ctor Turuhpial Cariello, sobre Las Crisis Bancarias y sus causas. Las actuaciones fraudulentas de sus administradores y los Mecanismos de Resoluci�n, estudia el tema en cuatro cap�tulos. En el CAPITULO PRIMERO, el autor comienza por reconocer el rango constitucional que en Venezuela tiene el principio/mandato de regulaci�n de la actividad econ�mica particular; para de seguidas explicar cuales son los presupuestos que condicionan las finalidades de la actividad financiera, deduci�ndolos a partir de los comentarios cr�ticos a dos sentencias, dictadas por la Sala Constitucional del Tribunal Supremo de Justicia. La parte final se refiere a los tres modelos organizacionales que puede asumir la actividad de intermediaci�n bancaria: Los ordenamientos sectoriales, o; mediante su publificaci�n convirtiendo dicha actividad en un servicio p�blico; o mediante su desregulaci�n o liberalizaci�n, declar�ndola actividad de inter�s general, f�rmula esta propia del derecho comunitario.

En el CAPITULO SEGUNDO, el autor describe detalladamente como, a partir de la crisis sist�mica del 2007 cre� el llamado marco de estabilidad financiera global, conformado por el conjunto de principios dictados por el Comit� de Basilea y actualizados constantemente; para luego pasar a definir el car�cter c�clico de las crisis bancarias y la categorizaci�n de sus causas de manera minuciosa: causas ex�genas, causas end�genas y las causas debidas a los administradores bancarios.

El TERCER CAPITULO est� dedicado a las crisis sist�micas, en funci�n de lo cual el autor define lo que es el riesgo sist�mico, los bancos sist�micos y las autoridades competentes para enfrentarlas o evitarlas; explica detalladamente los caracteres de la crisis sist�mica que sufri� Venezuela y lo que es la legislaci�n de la emergencia financiera en la legislaci�n.

En el CUARTO CAPITULO, se enuncian y explican los 4 mecanismos de resoluci�n aplicables en el derecho comunitario, previstos en el C�dico �nico y desarrollados en el MUR o Mecanismo Unico de Supervisi�n, explicando paralelamente los Mecanismos de Resoluci�n contemplados en la Ley venezolana.
