Le monde globalis� reste en proie � la violence, aux entraves � la libert�, aux in�galit�s grandissantes, � un usage inconscient et destructeur des ressources de la plan�te. Cette situation impose de penser une nouvelle organisation de la communaut� universelle, ce qui ne se fera pas sans un changement de paradigme. Le principe qui pr�side encore � l'organisation du monde est celui de la division en �tats souverains. Mais il est illusoire de croire que la souverainet� puisse �tre la condition de la paix. Dans un nombre grandissant d'�tats, elle est r�duite � un pouvoir de r�pression. Elle ne garantit pas la libert� des groupes ni la recherche du bonheur commun. Elle fait obstacle aux avanc�es du droit international et elle permet l'impunit� des dirigeants.
Partant de ce constat, Monique Chemillier-Gendreau met sa longue exp�rience du droit (par l'enseignement, mais aussi par la participation � des proc�dures internationales) au service d'une analyse critique de la situation actuelle. Elle pr�ne l'abandon du concept de souverainet�, porteur des possibilit�s de guerre, au profit de celui d'association politique des hommes libres, retour � la libert� du peuple, mais aussi � sa responsabilit�.
