This book provides a critical examination of decentralisation as a strategy for improving health and social service delivery to poor and vulnerable populations in Africa. Using the case of Constituency AIDS Committees in rural Kenya, the book explores how decentralised governance structures function in practice and whether they achieve their intended goals, particularly in addressing the needs of children affected by HIV and AIDS.Drawing on an in-depth comparative case study of three constituency AIDS projects, the author analyses how decentralised AIDS funds were managed and utilised at the grassroots level. Through extensive interviews, document reviews, and secondary data analysis, the book investigates the performance of local actors involved in service delivery and identifies the institutional, political, and administrative factors that shaped outcomes.The study demonstrates that although decentralisation is widely promoted as a mechanism for enhancing participation, accountability, and responsiveness, its implementation is often undermined by political patronage, corruption, weak accountability systems, limited institutional capacity, and poor enforcement of sanctions.
