La d�sint�gration du bloc sovi�tique a historiquement suscit� une double r�action des peuples: la n�cessit� de s'unir dans des Unions inter�tatiques (cas de l'Union europ�enne et de l'Union africaine) et les revendications identitaires de certains peuples, au nom de leur souverainet� ou de leur culture. Devant ce paradoxe, Jean-Marc Ferry propose le recours � la voie kantienne de l'int�gration, afin de d�passer le repli nationaliste des souverainistes et l'id�e d'une dilution de l'identit� nationale dans un ordre supranational. Dans une instance plurinationale, le transfert d'une part de souverainet� ne la diminue pas, mais ne fait que l'accro�tre en co-souverainet�.
Si l'Union europ�enne a pris en compte cette voie kantienne en insistant sur une adh�sion sous conditions qui aide ses futurs membres � se d�mocratiser, l'Union africaine ainsi que ses Communaut�s �conomiques r�gionales (la Cedeao, la Cemac, la Sadec, et la Cae) ont opt� pour une adh�sion automatique, au nom de la m�me appartenance au Continent. Et pourtant, si les dirigeants politiques africains sont satisfaits de l'apport de l'UA et de ses CER, la plupart des citoyens africains pensent que ces institutions n'am�liorent pas leurs conditions de vie.
Cette tension consacre bien l'insociable sociabilit� des �tats: la volont� de s'unir qui va de pair avec le d�sir de ne pas s'associer avec les autres �tats (par peur de perdre �conomiquement).
