Una noche de disturbios tras un partido, una capital arde, varias ciudades son saqueadas y el bien com�n es destruido gratuitamente. Pero qu� estamos mirando exactamente? Una multitud no es todo un pueblo, y el incendio de una noche no basta para juzgar la salud de un r�gimen. Sin embargo, una pregunta permanece: c�mo puede una sociedad confiar la elecci�n de sus gobernantes tanto a ciudadanos que respetan la ley como a quienes la pisotean?
Para comprenderlo, hace falta algo m�s que indignaci�n: hace falta una lupa, memoria y paciencia. Este ensayo propone esa lupa. Su tesis se resume en dos palabras: el filtro y el interruptor. Todo r�gimen, cualquiera que sea su nombre, triunfa o perece seg�n sepa llevar al poder a dirigentes competentes, ese es el filtro, y destituir a los malos sin derramar sangre, ese es el interruptor. Sin filtro, la democracia se desliza hacia la mediocridad y luego hacia la mediocracia; sin interruptor, la autoridad se desliza hacia la tiran�a. Una democracia nunca es mala en s� misma: se deshace cuando estos dos mecanismos se atascan, cuando la elecci�n de los gobernantes ya no recompensa m�s que la labia, la adulaci�n o la c�lera, y cuando el ciudadano deja de estar ilustrado. Para demostrarlo, este libro recorre veinticinco siglos. Desde Atenas condenando a S�crates hasta la Rep�blica romana y su dictadura reversible; desde los mandarines de China, que inventaron el m�rito administrativo, hasta Venecia, que supo encadenar a sus pr�ncipes; desde Luis XIV hasta Napole�n, desde Weimar suicid�ndose legalmente hasta las autocracias pr�speras de hoy, Singapur y China, observadas de frente, sin complacencia ni desprecio. Francia sirve aqu� de esp�cimen bajo el microscopio, no porque sea la m�s enferma, sino porque muestra a simple vista s�ntomas que otras democracias llevan bajo otros nombres. Y, en cada etapa, el mismo microscopio se vuelve hacia Am�rica. De este recorrido surge una refundaci�n, no un eslogan: seleccionar la competencia sin tocar jam�s el derecho de voto; formar al ciudadano sin humillarlo; devolver al Estado su firmeza mediante la certeza del castigo antes que mediante la brutalidad; defender la democracia contra quienes quisieran abolirla, porque se puede elegir a un hombre fuerte, pero nunca votar el fin del voto. Un libro que rechaza las dos perezas de nuestra �poca: la ira que sue�a con un salvador, y la desesperanza que se encoge de hombros.
