Ihren Anlass findet diese Zusammenstellung im 65. Geburtstag von Dieter Grunow sowie in dessen Emeritierung zum Ende des Wint- semesters 2010. Die vier hier analysierten politisch-administrativen Teilbereiche und die dort anzutreffenden Funktionsprobleme sind auch von Dieter Grunow in seiner zu Beginn der 1970er Jahre beginnenden Laufbahn als Wissenschaftler und akademischer Lehrer immer wieder empirisch untersucht, analysiert und theoretisch durchdrungen worden. Die Auswahl der in diesem Sammelband zur Diskussion gestellten Beispiele einer systemori- tierten Politik- und Verwaltungsanalyse erfolgte nicht zufallig, da Dieter Grunow zu den hier behandelten Feldern selbst geforscht hat.
