Governance' as a new paradigm of public management emerged in the last decade of the twentieth century. It is currently the dominant mode of collective societal problem-solving. The core argument of 'governance' that has attracted universal attention is the widening of the concept of public administration which has traditionally been technocratic and mono-institutional, focusing almost exclusively on 'formal' government. Accepting the role of 'market' and acknowledging 'people' as administrators open up possibilities of devising alternative forms of governance. With the introduction of new information and communication technology (ICT), traditional bureaucracy-centric public administration is fast undergoing a radical change towards citizen-centric, networked form of public management.
