Dies bestätigt unter anderem Bechmann (1993), der es auf die Folgen und Risiken technischer Entwicklungen zurückführt. Luhmann (1991) wiederum führt das steigende Interesse darauf zurück, dass die Menschen eine neue Einstellung zu ihrer Zukunft gewinnen und ihnen bewusst wird, dass Entscheidungen, die die Zukunft betreffen, bereits heute gefällt werden müssen. Und diese veränderte Einstellung ist auf eine neue Qualität der Risiken zurückzuführen, wie Jungermann, Rohrmann und Wiedemann (1990) durch Beispiele aufzeigen. Diese können Nicht-Wahrnehmbarkeit von Strahlung oder Langfristigkeit von Folgen sein, die vorher nicht abzuschätzen sind. Gemeint ist die Schwierigkeit, Wahrscheinlichkeitsaussagen zu treffen, die die Risikokommunikation immer heftiger und schwieriger werden lässt. Jungermann und Slovic (1993b) haben über die Reichweite der Risikokommunikation geschrieben, "Risiko-Kommunikation findet natürlich dauernd statt - über Gesundheitsrisiken, wie sie etwa in Saccharin, Asbest, Rauchen oder Autofahren ohne Sicherheitsgurt verbunden sind, oder Umweltrisiken, die durch Pestizide, Dioxin, Kohlekraftwerke oder petrochemische Anlagen entstehen. Sie reicht von Beipackzetteln zu Medikamenten bis zu im Fernsehen übertragenen öffentlichen Anhörungen von Experten zu Aids." (S.197) . In den nun folgenden Punkten handelt es sich zunächst um eine Definition des Gegenstandsbereichs Risikokommunikation mit Erläuterung derer Bestandteile, Ziele und Strategien. Um allerdings über Risiken kommunizieren zu können, ist es notwendig, dass sie auch wahrgenommen werden.
