Daba la impresi�n de que Dios hab�a abandonado la humanidad a sus m�s bajos instintos. El ataque de Alemania a Italia, dej� al Vaticano en una situaci�n compleja en la que se buscaba difundir la paz entre los ciudadanos, al mismo tiempo de salir de las garras del nazismo, el facismo, franquismo y comunismo, que buscaban sustituir a Dios por las pasiones m�s bajas y violentas de la humanidad.

Por medio de radio mensajes expuso su magisterio en los que presenta los principios jur�dicos que deber�an estar en la base de un nuevo orden mundial y de una nueva sociedad. P�o XII se duele: " Demasiada sangre se ha derramado injustamente! Demasiados lutos y exterminios s�bitamente renovados! El tenue hilo de la confianza, que hab�a empezado a unir a los pueblos y a sostener hasta cierto punto los esp�ritus, parece roto; la sospecha y la desconfianza han labrado un abismo de separaci�n m�s profundo."
