During the 70's, Pastors Frank and Parris received the Lord at the Lakefront of New Orleans during the "Jesus Movement." They married and upon graduating from God's Army Seminary of the Bible in Kerman, CA. They returned to New Orleans where they founded, Victory Church where they have served as the senior pastors since 1979.
Pastor Frank enjoys inspiring others through his own experiential revelation of Christ in his day-to-day life. Pastor Frank is the author of several books including: The Unseen World of the Holy Spirit, Holy Spirit the Promised One, The Eye of the Storm (which was birthed out of Hurricane Katrina), as well as The Wonder of Christ Advent, written by both Pastors Frank & Parris. Pastors Frank and Parris also write a daily blog called Fisherman.
Over the years, Pastors Frank and Parris have endeavored to serve the Greater New Orleans community through Beyond the Grave, an evangelical multimedia production, Feed The Multitudes, an annual July 4th Free Food Festival. Pastor Frank has a God-given hunger for revival, and he has had many doors open for God to use him to bring revival to churches throughout the world. In 2008, Pastor Parris founded Mary's Song Restoration Center, a ministry gathering women of all ages that find themselves unable to cope with their life through substance abuse or life traumas. Since it's founding Mary's Song has reached hundreds of women with the transforming power of the Gospel!
Bailey, Frank: - During the 1970s, Frank and his wife Parris encountered Christ during the "Jesus Movement" on the New Orleans Lakefront. After graduating from God's Army Seminary of the Bible in California, they returned home to begin Victory Assembly- now Victory Church, where they have served as the founders and Senior Pastors for almost 50 years. Pastor Frank carries a hunger for revival and has ministered around the world, where the Holy Spirit has moved through joy, healing, and deliverance. Under his and Pastor Parris's leadership, Victory Church has become known for its community outreach and evangelistic ministries, including the multimedia production Beyond the Grave and the annual July 4th free food festival Feed the Multitudes. Their vision has also birthed several ministries including Victory Christian Academy, Bethesda College, and Mary's Song Restoration Center for Women.Pastor Frank is the author of multiple books-The Unseen World of the Holy Spirit, Holy Spirit the Promised One, The Eye of the Storm, and, with Pastor Parris, The Wonder of Christ at Advent, and their most recent release, The Gospel of John, a two volume commentary on the book of John. In addition, he and Parris also write a daily devotional blog titled Fisherman. Pastor Frank has a passion to see revival once again in the city of New Orleans and enjoys teaching on the ministry of the Holy Spirit, training and equipping the next generation for revival.

In addition, they write the daily devotional blog Fisherman. Throughout the years, Pastor Parris has helped cultivate a church known for its community outreach, love for the loss, and hunger for revival-impacting the city through ministries such as Beyond the Grave, Feed the Multitudes, Victory Christian Academy, Bethesda College, and more.
