Alok Kumar is Secretary to Government of Uttar Pradesh, Departments of Housing and Urban Planning, Infrastructure Development, and Industrial Development. He has contributed significantly to electricity reforms by formulating guidelines and bidding documents for tariff-based competitive bidding.

Sushanta K. Chatterjee is Deputy Chief (Regulatory Affairs), Central Electricity Regulatory Commission, Government of India. He has played a key role in the evolution of the Electricity Act, 2003, and in the shaping of policy and regulatory interventions in the sector.
