Glarita Martin Die tiergerechte Haltung, Fiitterung und Pflege von Nutztieren ist das primare Anliegen der Intemationalen Gesellschaft fiir Nutztierhaltung (IGN). Diesem Ziel entsprechend standen bei bisherigen Tagungen Fragen des Wohlbefindens sowie tiergerechte Altemativen zu den herkommlichen Haltungsformen im Vordergrund. Es wurde dabei immer wieder deutlich gemacht, daB viele modeme Haltungssysteme, wie Spaltenboden-und Kafighaltung nicht tiergerecht sind und den Tieren im Sinne des Tierschutzgesetzes Leiden und Schiiden zufiigen. Trotz dieser Erkenntnis hat die Regierung Verordnungen zur Haltung von Hiihnem, Schwei- nen, Kalbem und Pelztieren erlassen bzw. in Vorbereitung, die fiir die Tiere keine wirklichen Verbesserungen bringen. Diese Verordnungen sind nicht mit dem Tierschutzgesetz zu ver- einbaren. Ein Rechtsgutachten (Prof. Erbel, Universitat Bonn) steHt sogar die Verfassungs- miiBigkeit der Legehennen-Verordnung in Frage. Bei der im Januar 1988 in Stuttgart-Hohenheim durchgefiihrten IGN-Tagung, deren Refera- te im vorliegenden Band wiedergegeben werden, wurden nicht nur die Auswirkungen der in- tensiven Haltung auf die Tiere behandelt, sondem es standen vor aHem die gegenseitigen Wechselwirkungen der verschiedenen landwirtschaftlichen Bereiche, soweit sie mit der Tier- haltung im Zusammenhang stehen, im Vordergrund. Ausgehend von derzeitigen landwirtschaftlichen Strukturen, die vielfach zwangslaufig zur in- tensiven Massentierhaltung gefiihrt haben, werden auf der Grundlage von Systernzusammen- hiingen in der Landwirtschaft Moglichkeiten aufgezeigt, betriebliche Ablaufe im okologischen Sinne so zu andem, daB sich eine tiergerechte Nutztierhaltung problernlos einfiigt. Dariiber hinaus werden konkrete politische Instrumente genannt, mit deren Hilfe politisches Handeln im okologischen Rahmen moglich ist.
