Die folgende Arbeit versucht, ausgehend von den Ergebnissen der Bildungspolitik und Bildungsplanung von 1949 bis in die zweite Hiilfte der 70er Jahre, ein prakti- kables Bildungsplanungskonzept zu entwickeln, das den Bediirfnissen der offentli- chen Bildungsplanung in der Bundesrepublik Deutschland entspricht. Den Aus- gangspunkt des Konzepts bilden ein auf dem Grundgesetz basierender Bildungspla- nungsbegriff sowie relevante Rahmenbedingungen der Bildungsplanung in der zwei- ten Hiilfte der 70er Jahre. Vor diesem Hintergrund werden andere wesentliche Bil- dungsplanungskonzepte gepriift, insbesondere jedoch auch die unterschiedlichen Zielvorstellungen, die der konkreten Bildungsplanung zugrunde liegen. Auf diese Weise entstehen Grundstrukturen einer Technik der Bildungsplanung, die am Ende der Arbeit entwickelt werden.
