Since retirement from the Law School in 2011 he has been a Professor Emeritus. In 2015 he published The European Charter of Local Self-Government: A Treaty for Local Democracy.

O'Neill, Christine: - Christine is chairman of Brodies LLP and a partner in the firm's Government, Regulation and Competition practice. She was appointed as Queen's Counsel in 2020. She appears regularly in courts and tribunals, including the UK Supreme Court, in constitutional and administrative law litigation.
