Wohl werden wir durch die Handelsblatter unserer groBen Tageszeitungen iiber die neuesten Erscheinungen auf kommerziellem Gebiet, durch die Berichte des Reichsamtes des Innem iiber ebendiese Vor- gange alteren Datums und durch die statistischen Sammel- werke iiber die alljahrlich festgestellten Ergebnisse der gesamten amerikanischen Wirtschaftsgebarung auf dem laufenden erhalten. Doch fehlte es bisher an einer einheitlichen Darstellung, welche auf Grund interner Kenntnis der einschlagigen Verhaltnisse die Grundlagen der nordamerikanischen Produktion: Natur, Arbeit und Kapital im Zusammenhange mit den iibrigen Bedingungen staatlichen Wesens analysiert, kritisiert und, wo solohes angangig, mit den entsprechenden Wirtschaftsfaktoren undZustanden der alten Kulturlander, insbesondere Deutschlands, in Vergleich setzt. Wenn auch die vorliegende Untersuchung zu dem Schlusse kommt, daB eine wissenschaftliche Volkswirtschaftspolitik, d. h. eine Systematik der MaBnahmen, mit denen die Staatsgewalt behufs Wahrnehmung der Interessen der nationalen Allgemeinheit eine unmittelbare Einwirkung auf das Wirtschaftsleben des Volkes beabsichtigt, in Amerika nicht gut moglich ist, weil Giitererzeugung, -verbrauch, -umsatz, Arbeiterfiirsorge usw. in der Union iiberwiegend spora- dische AugenblicksmaBnahmen sind, die sich selbst regulieren, und weil eine weitsichtige dispositive und produktive Betatigung des Staates mangels geniigenden Ansehens und zureichender Kompetenz der Regierung und mangels Bereitwilligkeit des Sammel- volkes, hoherer Einsicht zu folgen, sich nur schwer durchsetzen laBt, so wird das Studium dieser Grundlagen doch vielfach niitzlich sein, indem es die Uberschatzung amerikanischer und die Unter- IV Vorwort.
