Staatliche Forschungsforderung im Gesundheitsbereich muB ihre Mittel gezielt auf jenen Gebieten einsetzen, die einerseits fUr die Gesunderhaltung der Bevolke- rung besonders wichtig sind, andererseits aber ohne zusatzliche Forderung nicht in ausreichendem MaBe bearbeitet werden konnten. Eine solche "subsidiare" For- schungsforderung setzt logischerweise eine moglichst umfassende Gesamtanalyse der gegenwartigen Situation und - daraus abgeleitet - die Kennzeichnung wichtiger "Forschungsliicken" voraus. In wirklich kompetenter Weise kann diese Aufgabe sicher nur von der Wissenschaft selbst gelost werden. Die Schwierigkeit eines solchen Unternehmens sollte allerdings nicht unterschiitzt werden: SchlieBlich geht es dabei urn eine Analyse, die jeweils ein ganzes Fachge- biet iibersichtlich darstellt und gleichzeitig so detailliert und spezifisch ist, daB die Schwerpunkte kiinftiger Forschung in ihrer sachlichen Begriindung sichtbar werden. Es verdient deshalb besondere Anerkennung, daB sich die angesprochenen Wissen- schaftler dieser schwierigen Herausforderung so bereitwillig gestellt haben. Die Anlage dieses Sammelbandes begriindet, wie mir scheint, einen neuen Stil der Meinungsbildung iiber die F6rderung der Gesundheitsforschung der Bundesre- publik Deutschland. Ich wunsche ihm eine offene Aufnahme in der Wissenschaft und im Dialog mit den Forschungsforderern.
