"Die Arbeitszeit" hat in den letzten Jahren zunehmend Offentliche Beachtung erfah- reno Mehrere Stromungen trafen hierbei zeitlich zusammen: Traditionelle Bestre- bungen zur Verkiirzung der Lebensarbeitszeit als ein Element der Steigerung der Lebensqualitat, zunehmende Infragestellung herkommlicher Arbeitszeit-Strukturen und das breite Verlangen nach Flexibilisierung der Arbeitszeiten in Anpassung an individuelle Praferenzen, verstarkte Betonung der Arbeitszeit als Element betriebs- wirtschaftlicher Organisation und schlieglich die Wiederentdeckung der Arbeitszeit als Instrument einer aktiven Beschaftigungs- und Arbeitsmarktpolitik. Auch die empirische Forschung beschaftigt sich zunehmend mit Fragen der Arbeitszeit. Das lAB hat sich in den vergangenen Jahren u. a. darauf konzentriert, die Gesamtentwicklung der Arbeitszeit nebst ihrer Struktur und Bestimmungsgro- gen quantitativ-statistisch zu erfassen sowie die aggregierten Beschaftigungs- und Arbeitsmarktwirkungen von Veranderungen der Arbeitszeit aufzuzeigen. Die IAB-Berechnungen zur Arbeitszeit bestehen aus drei Hauptteilen: Einer stark desaggregierten Berechnung der durcbschnittlichen Arbeitszeit und - in Verbindung mit den Erwerbstiitigen - des gesamtwirtschaftlichen Arbeits- volumens. Die detaillierte Aufgliederung der Bestimmungsgrogen der Arbeits- zeitentwicklung zeigt hierbei zugleich die politischen Handlungsspielraume und ihre bisherige Nutzung. Die Berechnung des Auslastungsgrades des gesamtwirtscbaftlichen Arbeitsvolu- mens. Hiermit ist ein umfassender Indikator fiir die Beschaftigungslage insge- samt gegeben. Die Berechnung der Arbeitsmarktwirkung von Arbeitszeitveriinderungen. Hier- mit wird veranschaulicht, wie sich die verschiedensten Entwicklungstendenzen, tarifvertraglichen Regelungen und politischen Bemiihungen insgesamt in der Ent- wicklung der durchschnittlichen Arbeitszeit niederschlagen und damit indirekt auf Beschaftigungssituation und Arbeitslosigkeit auswirken.
