Der Zweck des Vergleichs ist jedoch nieht, ein fiktives Wettrennen zu veranstaiten, sondern Strukturschwiichen und Sackgassen aufzuzeigen bzw. die Strukturbedingungen von Effektivitiit und Effi- zienz, von Anpassungs-und Entwicklungsfabigkeit auf lange Sieht zu ermitteln und nach M6glichkeiten einer Verbesserung des Entwicklungspotentials zu su- chen. Sowohl die Aufgaben der Integration der ehemaligen DDR wie auch die Pro- bleme der wirtschaftlichen, politischen und gesellschaftliehen Integration Euro- pas erweisen sich als wei taus gr66er und langwieriger als bisher allgemein ange- nommen wurde. Fiir den Teil der Lander, die allzulange am Rande der Europai- schen Gemeinschaften und der OECD (Organization for Economic Cooperation and Development) gestanden sind, gibt es nicht einmal vergleichbare Wirt- schaftszahlen, geschweige denn empirisch gesicherte Strukturanalysen in politi- scher, technologischer, gesellschaftlicher oder 6kologischer Hinsicht - so daB sie auch hier vorerst noch au6er acht bleiben miissen.
