Es ist entstanden aus dem pädagogischen Bedürfnis, den Studenten einen überblick über das Studiengebiet zu geb en, und verwertet die Erfahrungen aus der 16jährigen Lehrtätigkeit in der Deutschen Hochschule für Politik, seit 959 Otto-Suhr-Institut der Freien Universität Berlin. Ich hoffe, dag es umfassend und les bar genug ist, urn auch über den Kreis der Studenten hinaus zu wirken, wo Interesse an politischer Bildung besteht. Es hätte der Tradition deutscher Wissen schaft entsprochen, wenn ich erst eine umfassende Theorie der Politik, eine Auseinandersetzung mit der Tradition unserer Wissen- schaft und mit den Lehren anderer Fachvertreter ausgearbeitet und dann einen Abrig als Lehrbuch gegeben hätte. Der Kenner wird spüren, dag hinter dieser knappen Darstellung umfassende Forschungen stehen. Aber ihr Abschlug kann noch Jahre dauem, und das Lehrbuch wird heute gebraucht. So habe ich mich entschlossen, das dünne Buch vor dem dicken zu schreiben, für das ich mir in meinem Alte'r noch keinen Termin setzen kann. Als Ergänzung möge die Sammlung meiner Aufsätze dienen, die 1964 im selben Verlag unter dem Titel Der Kampf urn die rechte Ordnung erschienen ist. Darin ist eine Reihe von Einzelproblemen ausführlich behandelt.
