Die ersten Überlegungen zu diesem Text entstanden bereits im Wintersemester 1994/95, als ich noch am Otto-Suhr-Institut der Freien Universität Berlin gearbeitet habe. Die wissenschaftlich äu- erst anregende Atmosphäre und die stets spannenden Seminardis- kussionen, für die ich mich noch einmal herzlich bedanken möch- te, bilden den impliziten Grundstein meiner demokratietheoreti- schen Überlegungen. Die äu eren Begleitumstände des Schreibens waren dagegen leider nicht durchgängig erfreulich.
