Heute, nach dem unerwarteten Washingtoner Abkommen Uber die Beseitigung der einst so umstrittenen Mittelstrecken- systeme, scheint das alles der Vergangenheit anzugehoren. Kriegs- !ngste und Kriegsgefahr sind einer Hoffnung auf eine Entkrampfung des Ost-West-Konfliktes gewichen. Sogar eine drastische Reduk- tion der strategischen Nuklearwaffen der Superm!chte rUckt in greifbare N!he. Wenn der Eindruck nicht t!uscht, dann erleben wir zur Zeit - nicht zuletzt durch die Ver nderungen in der UdSSR - einen weitreichenden Wandel in der internationalen Po- litik, und in solchen Zeiten des Umbruchs sind Prognosen bekannt- lich am schwierigsten. Die Entwicklung der letzten Jahre hat viele Prophezeiungen und Weltbilder konservativer Strategen und linker Theoretiker widerlegt. Die vorliegende Arbeit wurde im Sommer 1986 fertiggestellt und im November am Fachbereich Sozialwissenschaften der Universit t OsnabrUck als Dissertation eingereicht und angenommen. Die jfingste Entwicklung nach der Stationierung der Mittelstrecken- systeme konnte leider nicht mehr eingearbeitet werden. Inwieweit die Arbeit zum Verst ndnis dieser Entwicklung beizutragen vermag und die Analyse der Probleme der westlichen Milit rstrategie und der Entspannungspolitik trotz des Risikos, von der Tagespolitik fiberholt zu werden, Bestand hat, muB der Leser entscheiden. Der Text ist von einigen sprachlichen. Korrekturen abgesehen unver ndert geblieben.
