Eine erfolgreiche Wirtschaftsförderung ist, wie andere Politikfelder auch, auf vielfliltige Unterstützung, Infonnationen und externe Ressourcen angewiesen. Von daher stellte sich die Frage, wie die hierzu notwendigen Koordinationslei- stungen und Kooperationen zwischen der Verwaltung, den Verbänden und den Parteien im bestehenden kommunalpolitischen System zustande kommen können. Aus Forschungsbefunden und aus eigener praktischer Erfahrung war mir bekannt, da Kommunalpolitik weit davon entfernt ist, optimale Koordinationsleistungen zu vollbringen. Gleiches gilt auch fiir die Bereitschaft der Parteien und verbandli- chen Interessengruppen zur Kooperation. Diese Situation fUhrt zu Blockaden und einem Legitimationsverlust. Die Folge ist, da politische Steuerung unterbleibt oder aber den wesentlichen Herausforderungen, wie der Bekämpfung von Mas- senarbeitslosigkeit und ökologischer Krise, nicht gerecht wird. Die Schuld daran allerdings allein den handelnden Personen zu geben oder die Refonnunfähigkeit mit Parteienverdrossenheit zu quittieren, greift zu kurz. Auch der Appell, endlich zur Vernunft zu kommen, ist wenig hilfreich, wenn gerade die Frage, was ver- nünftig ist, strittig bleibt. Nur auf der Basis einer genauen Analyse der begünstigenden und erschwe- renden Bedingungen fiir Koordination und Kooperation können Steuerungsansät- u aufgeuigt werden, die zur Bearbeitung vielfaltiger Umweltanforderungen und vorhandener Interessengegensätu in der Lage sind. Aus diesem Grunde und selbstverständlich, weil dies bisher mit diesem Fokus noch nicht erfolgte, wurden in der vorliegenden Studie die organisatorischen und institutionellen Faktoren untersucht, die im politischen Verhandlungssystem auf kommunaler Ebene und fiir den Bereich der Wirtschaftsförderung eine Rolle spielen. Die Auswertung verhandlungstheoretischer Erkenntnisse fiir die Policy-Forschung bietet vielfaltige Adaptationsmöglichkeiten, die über das Politikfeld und die kommunale Ebene hinausweisen.
