Dennoch ist das Projekt des Wohlfahrtsstaats heute, und das nicht nur von Rechts, zunehmend der Kritik ausgesetzt. Hans-Hermann Hartwich, Dieter Claes- sens und Manfred G. Schmidt beschäftigen sich mit dieser Problematik aus unter- schiedlicher Perspektive. Der Wohlfahrtsstaat hat die Sozialstruktur verändert. Diese Veränderungen be- rühren die Koalitionen zwischen den gesellschaftlichen Gro gruppen und den po- litischen Parteien. Es ist jedoch strittig, ob sich dadurch auch das traditionelle Mu- ster der Interessenvermittlung und der Typus der Parteien verändert hat. In den Beiträgen von Hans-Dieter Klingemann/Jacob Steinwede und AIf Mintzel werden diese Fragen diskutiert. Wohlfahrts staatliche Sicherungen versetzen immer mehr Bürger in die Lage, sich aktiv am Proze der politischen Willensbildung zu beteiligen. Sie werden kommunikationsfähiger und kritischer. Dietrich Herzog und Rolf Ebbighausen greifen die Steuerungs-und Legitimationsprobleme staatlicher Politik unter diesen Bedingungen auf. Walter Euchner setzt sich in seinem Diskussionsbeitrag mit der These Ebbighausens auseinander, da sich die Legitimationsproblematik staatli- cher Politik in den achtziger Jahren verschärft habe. Verfassungsanalyse wird unter rechtswissenschaftlichen und politikwissen- schaftlichen Aspekten betrieben.
