Angesichts leerer Kassen in den öffentlichen Haushalten, steigender Beitragssätze und steuerlicher Belastungen einerseits und zunehmender sozialer Probleme mit dementsprechendem Handlungsbedarf ist die Frage nach der Finanzierbarkeit der Sozialen Sicherung vielleicht aktueller denn je. "Wenn ein System immer weiter wächst, wenn es immer mehr Mittel und Personal beansprucht, und wenn zugleich auch die Anzahl und der Umfang chronischer sozialer Probleme eher weiter zunehmen, dann stimmt hier einfach etwas nicht!" (Badura 1982, S. 70f.) (Schmidt, Manfred 1988, S. 199). Dieses Zitat umschreibt wohl ganz treffend, wie es um das System der sozialen Sicherung in der Bundesrepublik bestellt ist, nicht nur in der öffentlichen Meinung. Interessant in diesem Zusammenhang ist das Datum des Zitates, denn 1982 waren die Probleme allein schon im Hinblick auf die deutsche Wiedervereinigung und die Entwicklung der Arbeitslosigkeit, vielleicht noch etwas geringer. 1995 wurde vom Prognos-Institut ein Gutachten für den Verband Deutscher Rentenversicherungsträger vorgelegt, in dem eine Zunahme der Rentenversicherungsbeiträge von 1995 - 2030 von mindestens 7,5% und höchstens 10,6 % vorausgesagt wird (vgl. Schmähl, Winfried 1997, S.126). "Ohne auf die Berechnungen selbst einzugehen, bleibt festzuhalten, dass bei unverändertem Finanzierungs- und Leistungsrecht in den einzelnen Zweigen der Sozialversicherung insgesamt erhebliche Ausgabensteigerungen zu erwarten wären" (Schmähl, Winfried 1997, S. 126 ).
