Public policy as government action is generally the principled guide to action taken by the administrative or executive branches of the state with regard to a class of issues in a manner consistent with law and institutional customs. As an academic discipline, public policy brings in the elements of many fields of social science including sociology, political economy, program evaluation and public management.
The field of public policy has assumed considerable importance in response to the increasing complexity of technology, social organization, industrialization and urbanization. It is not only concerned with the description and explanation of the causes and consequences of government activity but also with developing scientific knowledge of the forces shaping public policy. The study of public policy and rural development helps to understand the ills prevailing in the society. Public policy is an important mechanism for moving a social system from the past to the future.
The book attempts to study various aspects of rural development in India, including welfare programmes launched by the government for the development of the rural poor. An attempt has been made to undertake an analysis of Jawahar Rozgar Yojana programme implemented in Andhra Pradesh. It is an important component of the policy initiative towards comprehensive rural development. Besides, this study deals with the substantive examination of policy issues, including policymaking and implementation and the evaluation of public policy.
The book will cater to the academic requirements of students pursuing postgraduation in Political Science and those preparing for civil services examination. It will not only give them a preliminary understanding of the subject, but also enable them to develop a deeper interest in the vast literature on public policy.

Hemanth Kumar Mantrawadi is Ph.D. in Public Policy and Rural Development from Osmania University, Hyderabad. He did post doctoral fellowship in tribal development and resided for three years in Gond community settlements located in inhospitable environments.
He has published many articles in national and international journals. He is a founder of Mano Chaitanya Human Services, an NGO, which has been working for the drowntrodden for the last fourteen years in Rangareddy, Hyderabad and Nalgonda districts of Andhra Pradesh, with financial assistance by state and central governments and some foreign countries.
Swathi Art Creations felicitated him and gave Lifetime Achievement Award for his contribution in education and social service.
Mantrawadi has appeared in many interviews in All India Radio and Door Dharshan Kendra in a government welfare programme. He has conducted national seminars and workshops on educational and capacity building training programmes. He has worked as a counselor in Dr. BRA Open University and Prof. Ramreddy Distance Education Centre, Osmania University.
Presently, he is working as an Assistant Professor of Public Policy and Sustainable Development in Gonder University, Ethiopia.
