1.1 AniaB zur Aufstellung der neuen Norm "Baunutzungskosten von Hochbauten" (DIN 18960) Bei dem Bemuhen um ein "wirtschaftliches Bauen", im besonderen bei den Kosten- analysen von Gebauden, machte sich in zunehmendem MaB das Fehlen einer von allen Beteiligten anwendbaren einheitlichen Gliederung der laufenden Kosten be- merkbar, und zwar nicht nur fur deren Kontrolle wahrend der Lebensdauer des Bauwerks, sondern vor allem fur die planerischen Entscheidungen im investiven Be- reich. Besonders die Einfuhrung von Kostenrichtwerten* lieB bei den am Bau Betei- ligten die Erkenntnis reifen, daB das eigentliche Ziel einer Kostenbegrenzung - bei gegebenen Nutzeranforderungen - in der Reduzierung der uber die Nutzungsdauer verteilten gesamten Investitions-und Baunutzungskosten gesehen werden musse. Nachdem bereits die zweite Fassung der DIN 276 "Kosten von Hochbauten" mit ihren drei Blattern "Begriffe", "Gliederung" und .. Kostenermittlung" eingefuhrt ist, war die Inangriffnahme einer entsprechenden Norm fUr die Baunutzungskosten eine langst fallige Konsequenz. Den letzten und nachhaltigsten AnstoB mag der sprung- hafte Anstieg der Energiekosten im Gefolge der Energiekrise gegeben haben. Auch der immer geringer werdende Investitionsspielraum, beispielsweise der 6ffentlichen Hand, und der Zwang zur Begrenzung der Bewirtschaftungskosten machten die Ein- fuhrung der neuen Norm immer dringender. Nur mit ihrer Hilfe k6nnen die jahrlich wiederkehrenden Milliardenausgaben fUr die Nutzung bestehender Gebaude uber- sichtlich und damit kontrollierbar gemacht werden. Dies aber ist eine wesentliche Voraussetzung fur die erforderliche sparsame Bewirtschaftung dieser Mittel. 1.2 Bisherige Beriicksichtigung der zu erwartenden laufenden Kosten Bisher wurden die zu erwartenden laufenden Kosten vor allem im Rahmen von Wi rtschaftl ich keitsbetrachtu ngen berucksichtigt.
