F lugsicherung bedeutet, einfach definiert, "Hilfe yom Boden her", insbesondere durch Luftverkehrstiberwachung und Bewegungslenkung mit dem Hauptziel, ZusammenstoBe zu vermeiden. Dies erfordert die Anwendung ausgekltigelter Methoden, aber auch eine Vielzahl komplizierter technischer Einrichtungen aus den Bereichen der Fernmelde-, Navigations- und Radartechnik sowie der elektronischen Datenverarbeitung. Als die Flugsicherung in der Bundesrepublik Deutschland im Jahre 1953 - nach einer langeren Zwangspause - ihre Aufgabe wieder tibernahm, hieB es "auf einen fahrenden Zug aufspringen." Die Organisation des Luftraums, der Aufbau der Streckennetze im oberen und unteren Luftbereich, die Anflugverfahren und die Regeln der Betriebsdurch- ftihrung waren in den nachfolgenden J ahren neu zu ordnen und den Erfordernissen ei- nes modernen Luftverkehrs anzupassen. Die vorhandenen, zumeist veraltetenGerate muBten durch Neuentwicklungen der Industrie ersetzt werden. So haben sich in den seither verstrichenen zwei Jahrzehnten sowohl die Verfahren als auch die Mittel der Flugsicherung sehr rasch weiterentwickelt. Dieses gilt im tibrigen auch fUr die Situation im Ausland; die sttirmische Zunahme des Luftverkehrs und die in den neuen Technologien steckenden Moglichkeiten fUhrten fast zwangslaufig auch zu neuen Konzeptionen. Relativ spat hat man den Arbeitsplatz des Fluglotsen, seine psycho-physische Belastung und Beanspruchung sowie seine Kontrollkapazitiit einem genaueren Studium unterzogen. 1m vorliegendenBuchhat der Verfasser den Versuch unternommen, in einer Zusam- menfassung die Grundlagen der Flugsicherung, in Betrieb und Technik darzustellen. Da, wo die Ausftihrungen im Rahmen des Buches nicht erschopfend sein konnten, wer- den Hinweise auf Spezialliteratur gegeben.
