Dies ist eine notwendige Voraussetzung, um die Beei nfl ussung der Gewässer durch Schadstoffzufuhr und durch verschi edene andere zi vi 1 isatori sche Tätigkeiten beurtei 1 en zu können und um die chemisch-ökologischen Ziele des Ge- wässerschutzes zu umschreiben. Die zu ergreifenden Mass- nahmen müssen sich nach diesen Zielen richten. Wie wir zeigen werden, können wir uns nicht nur auf kurative Mass- nahmen (Abwasserreinigung) beschränken, sondern müssen in vermehrtem Masse Ursachenbekämpfung betrei ben. Dabei müssen die verschiedenen Eingriffe des Menschen in den Haushalt der Gewässer und in die Kreisläufe, die Wasser, Land und Luft koppeln, berücksichtigt werden.
