Human Settlement Issues and Development in India critically examines the trajectory of rural and urban settlement patterns in post-independence India. Despite policy interventions and developmental initiatives, the tangible social outcomes have often been limited. Instead, market-driven forces—especially the availability of finance and serviced land—have predominantly influenced the growth of settlements, with the benefits largely concentrated in major urban centres. Although the cooperative housing movement has supported urban expansion, rural settlements have remained comparatively underdeveloped. This book examines the structural impediments to rural settlement development and proposes practical, inclusive strategies to promote balanced and sustainable human settlement across India.

M. Mahadeva, DLitt and PhD in Economics, currently serves as Professor and Dean of Research at the Institute of Finance and International Management, Bangalore. He is a distinguished scholar in the fields of development economics, urban and institutional economics, inclusive growth and cooperative systems. An alumnus of the University of Mysore and the European International University, he brings over 27 years of experience in administration, research and policy. His career includes notable positions at the Institute for Social and Economic Change (ISEC) and the Karnataka Public Service Commission (KPSC). A recipient of five international fellowships from ICSSR, IDPAD, SICI and the Commonwealth Foundation, he has served as a visiting scholar in the Netherlands, France, Canada and the United Kingdom. Professor Mahadeva has authored more than ninety research papers in reputed national and international journals, as well as several popular articles.
