The central theme of this book is that Human Resource Development and Preservation of the Environment are two important factors in promoting growth and development. Dr. R.N. Ghosh was Associate Professor of the Department of Economics in the University of Western Australia until his retirement in 1995. At present, he is a Senior Honorary Research Fellow in the University of Western Australia. Dr. R. Gabbay is specialist in contemporary Middle Eastern issues, energy and oil (with special emphasis on OPEC), and development economics and tourism. Since his retirement as Associate Professor in 1995, he has been attached to the Department of Economics in the University of Western Australia as a Senior Honorary Research Fellow. Dr. K.C. Roy is Associate Professor of Economics in the University of Queensland, Brisbane, Australia. He is also the Secretary-General of the International Institute of Development Studies, which has its principal office in Calcutta, India.
