Dr. Richard L. Kugler is an internationally known, heavily published writer, policy innovator, scholar, lecturer, and educator on U.S. national security affairs and global politics. He holds a PhD from the Massachusetts Institute of Technology (MIT) where he studied defense economics and strategic planning.

During his long career, he spent many years serving in the U.S. Department of Defense, at the RAND Corporation, at National Defense University, and as a consultant-all of it advising senior leaders in the Pentagon, the State Department, and the White House.

A recipient of numerous medals as a member of the Federal Senior Executive Service, he has been a leading architect of NATO enlargement and multiple other U.S. strategic policies.
