L'avènement de la Province du Lualaba a suscité et suscite encore de nombreux espoirs dont certains dépassent les limites du réalisable. Pour bon nombre de Lualabais, cet avènement inaugure l'ère de la réponse à l'appel du bonheur. Au centre de leurs rêves, un Lualaba paradisiaque où il fera désormais beau vivre.Dans cette euphorie populaire, rares sont les Lualabais qui se sont vite détachés de l'univers des rêves pour voir la réalité en face. Cette réalité, c'est que pour voir tous les beaux rêves des Lualabais se réaliser, il faut développer la Province et cela passe par des efforts à fournir, mieux par le travail. Sans travail, toute aspiration au bonheur est velléitaire selon l'adage latin: Ex nihilo, nihil (de rien, rien).Et le premier travail à accomplir est, à mon avis, avant tout intellectuel puisque la réflexion doit précéder l'action de développement. D'où la nécessité de mettre en place des cadres de réflexion pour plancher sur la problématique de l'avenir et du devenir de la nouvelle Province du Lualaba.C'est pourquoi, il convient de saluer le Forum sur le développement de la Province du Lualaba, organisé à Kolwezi du 28 au 30 mai 2015 par notre Alma Mater en collaboration avec les Communautés locales. Ce Forum a été un haut lieu d'échanges où plusieurs thèmes relatifs au développement de la Province du Lualaba ont fait l'objet de réflexions hautement scientifiques. Aussi a-t-il généré des résolutions fortes intéressantes susceptibles d'orienter toute action envisagée en faveur du développement de notre chère Province.La publication du présent rapport général du Forum permettra aux différents acteurs sociaux de la Province du Lualaba, spécialement les gouvernants, de s'imprégner de ces résolutions et de s'y référer à toute fin utile.Je souhaite donc à ce rapport une large diffusion, une meilleure interprétation et une riche contribution au développement de notre Chère Province, le Lualaba.Professeur KASHALA KAPALWOLARecteur de l'Université de Kolwezi
