Diane Staehr Fenner is a trilingual educator and researcher with two decades of experience in the instruction, assessment, and support of English Learners (ELs), Dr. Staehr Fenner′s interests lie in student achievement of ELs, including ELs with disabilities, and in improving teacher education and professional development for those who teach ELs in K-12 classrooms.

Dr. Staehr Fenner earned her Ph.D. in Multilingual/Multicultural Education from George Mason University with an emphasis in Literacy. In addition to her work on policy and practice issues at the national, state, and local levels, Dr. Staehr Fenner has an extensive instructional background in K-12, including ten years teaching and assessing ELs in Fairfax County Public Schools (Virginia) as well as experience teaching EFL as part of a Fulbright Scholarship.

Prior to forming DSF Consulting, LLC, Dr. Staehr Fenner gained research and EL policy experience serving as a Research Scientist at the George Washington University′s Center for Excellence and Equity in Education (GWU-CEEE) and edCount. At GWU-CEEE she supported the USDE-funded Limited English Proficiency (LEP) Partnership project by developing English Language Proficiency levels and descriptors for the EL Accommodations Working Paper and Guidebook project; analyzed quantitative and qualitative data; and contributed to data analyses and reports. As a Senior Analyst/EL Specialist at edCount, she conducted research and provided technical assistance as project manager, deputy project director, and research partner for projects primarily focused on EL achievement funded by grants and contracts through USDE and state education agencies.

She was a contributing author on The Administrator′s Guide to Federal Programs for English Learners (Thompson Publishing, 2010), advisor for Education Week′s Quality Counts 2009, a committee member for the National Board for Professional Teaching Standards′ recent revision of its English as a New Language Standards, and a committee member to revise Florida′s ESOL teacher performance standards.

Since 2007, Dr. Staehr Fenner has supported Teachers of English for Speakers of Other Languages (TESOL) as its National Council for Accreditation of Teacher Education (NCATE) Program Coordinator. In this ongoing consulting role, she oversees the application of TESOL′s P-12 professional teaching standards to ESL teacher education programs throughout the US. She is currently co-authoring a book that applies the TESOL professional standards for ESL teacher education program development, NCATE accreditation, and professional development purposes in districts and states.
