Inhaltsangabe: Einleitung: Die vorliegende Diplomarbeit dient als Teil der wissenschaftlichen Begleitung für das vom Bayerischen Staatsministerium des Innern bewilligte Forschungsprojekt „Bürgerservice-Online". Im Rahmen der „High-Tech-Offensive" wurde eine Zuwendung in Höhe von 1.530.000 DM bewilligt. Hierbei handelt es sich um die Integration von Call-Center-Technologie in der Stadtverwaltung Würzburg - Tele-Dialog-Informationssystem (TelDIS). Die Stadt Würzburg dient, im Rahmen dieses Projektes, als Modellstadt für den Freistaat Bayern. Hierzu sollen ca. 50-60 Arbeitsplätze mit CTI ausgestattet werden, die an eine zu entwickelnde Datenbank angeschlossen sind. Zusätzlich sollen zentral ein Voice-Mail-System und ein interaktives Sprachsystem für die automatische Anrufumleitung eingerichtet werden. Dabei sollen auch sehbehindertengerechte Arbeitsplätze entstehen. Die wissenbasierte Datenbank wird im Rahmen des Projektes entwickelt, mit vorhandenen Datenbeständen und dem zu entwickelten VirtuS verknüpft. VirtusS ist eine frei konfiguriebare Software, die unter anderem Formulareingaben, Evaluierung von Fördermöglichkeiten und Statusabfragen im Intra- und Internet regelt. In diesem System sollen auch GIS-Daten und Applikationen eingebunden sowie VoIP einbezogen werden. Besonderen Wert soll auf eine leichte Übertragbarkeit der Projektlösung auf andere Gebietskörperschaften und staatliche Behörden mit unter Umständen anderen Voraussetzungen und Anforderungen gelegt werden (z.B. keine proprietäre Hard- und Software, Windows-Oberfläche). Die verschmelzenden Informations- und Kommunikationstechniken werden zum Motor für technische und gesellschaftliche Innovationen. Diese Innovationen sind gegenwärtig mit den Begriffen „Internet" und „Multimedia" sowie „CTI" und „Call Center" verknüpft. Sie verändern Infrastrukturen, Wirtschaftssysteme und Lebensgewohnheiten radikal und leisten einen entscheidenden Beitrag zur Produktivitätssteigerung in den Behörden. Es ist festzustelle
