Ihre Ursprünge finden sich bereits in den 1980ern, als unter dem Konzept des "Computer Integrated Manufacturing" die Automatisierungsmöglichkeiten von Produktionsabläufen diskutiert wurden. Spätestens seit den rasanten Weiterentwicklungen von Künstlicher Intelligenz in den letzten Jahren stehen Automatisierungsprozesse und die Rolle menschlicher Arbeit wieder im Fokus der öffentlichen Diskussion. In einer viel beachteten Studie untersuchten Carl Benedikt Frey und Michael Osborne die Substituierbarkeit menschlicher Arbeitskraft in den USA. Sie kamen zu dem Schluss, dass fast die Hälfte aller Arbeitsplätze in den USA mit hoher Wahrscheinlichkeit in naheliegender Zukunft durch Automatisierung ersetzt werden kann. Sogar das Bundesministerium für Arbeit und Soziales fertigte auf Basis dieser Studie einen Bericht an, der die Auswirkungen der Digitalisierung auf den deutschen Arbeitsmarkt untersuchte. Daran zeigt sich die Bedeutung der Digitalisierung für die Arbeitspolitik. Diese Arbeit wird die Auswirkungen der Digitalisierung auf die Umsetzung von Qualifikations- und Weiterbildungsma nahmen durch die Ampel-Regierung zeigen. Es wird untersucht, welche Akteure und Dynamiken die Bemühungen der Ampel hin zu mehr Weiterbildungsma nahmen erklären. Im Rahmen eines Theorievergleichs werden die Social Investment Theorie und die Policy Feedback Theorie miteinander verglichen, um ihre Erklärungskraft für den Einfluss der Digitalisierung auf die Arbeitsmarktpolitik zu untersuchen.
