Studienarbeit aus dem Jahr 2004 im Fachbereich Politik - Politische Systeme - Allgemeines und Vergleiche, Note: 1,3, Universität Potsdam (Wirtschafts- und Sozialwissenschaftliche Fakultät), Veranstaltung: Fraktionsdisziplin, Sprache: Deutsch, Abstract: Es ist empirisch erwiesen, dass Minderheitsregierungen (eine Regierung gilt nach Definition von Volker Schneider als Minderheitsregierung, "wenn die Parteien, die diese Regierung stellen, im Parlament über keine absolute Mehrheit verfügen") in Europa nach dem 2. Weltkrieg ein häufig anzutreffendes Phänomen darstellen. Laut Kaare Strom waren rund 37% aller Regierungen in Westeuropa von 1945 bis 1997 Minderheitsregierungen. Die Stabilität von Minderheitsregierungen war dabei weder sonderlich hoch noch sonderlich niedrig. Da die skandinavischen Staaten Dänemark, Schweden und Norwegen die höchste Anzahl dieser Regierungsform aufweisen, beschäftigten sich neben Strom auch Sozialwissenschaftler wie Franz Urban Pappi, Wolfgang C. Müller, Eric Damgaard, William Lafferty oder Heinrich Pehle u. a. mit der Frage, weswegen gerade in zuvor genannten Ländern diese Regierungsform derart häufig auftreten, sprich, welche politischen und institutionellen Rahmenbedingungen die Entstehung begünstigten. Die Forschungsansätze dieser und anderer Autoren sind in sich nachvollziehbar und scheinen durchaus Gründe für die Vielzahl von Minderheitsregierungen zu geben, jedoch sind sie sehr speziell auf Skandinavien angewendet worden, andere Staaten Mittel- und Westeuropas wurden nur recht gering beleuchtet. Als sehr prägnantes Beispiel dient hier der in Skandinavien vorherrschende negative Parlamentarismus und die fehlende Investiturabstimmung, die die Bildung von Minderheitsregierungen jeweils begünstigen sollen. Tatsächlich betreibt auch Gro britannien einen negativen Parlamentarismus, jedoch sind Minderheitsregierungen hier die absolute Ausnahme, was auf eine gewisse Unstimmigkeit der vorliegenden Gründe hinweist.
