Aber was bedeutet berufliche Rehabilitation? Sie "umfasst alle Ma nahmen und Hilfen, die erforderlich sind, die dauerhafte Eingliederung oder Wiedereingliederung behinderter Menschen in Arbeit, Beruf und Gesellschaft" (Bundesanstalt für Arbeit, 2002). Für diese Regelungen sind hier das Sozialgesetzbuch (SGB) III und IX ma gebend. Das SGB III beschäftigt sich mit den Regelungen zur Arbeitsförderung und das SGB IX, welches erst am 1. Juli 2001 in Kraft trat, beinhaltet Rechtsvorschriften zur Rehabilitation und Teilhabe behinderter Menschen, einschlie lich behandelt es in einem gesonderten 2. Teil das Schwerbehindertenrecht. Durch die Einführung des SGB IX haben sich für das SGB III inhaltliche Änderungen ergeben. Einige Paragraphen des SGB III wurden durch das jetzt ma gebende SGB IX aufgehoben. Mit dem SGB IX wird das Recht für behinderte Menschen auf eine neue Stufe gestellt. Es geht darum die Selbstbestimmung und Teilhabe am gesellschaftlichen Leben und Arbeitsleben behinderter und von Behinderung bedrohter Menschen in den Mittelpunkt zu rücken. Dieser Paradigmenwechsel stellt die bisherige Fürsorge behinderter Menschen in den Schatten. Mit der beruflichen Rehabilitation soll eine möglichst umfassende Qualifizierung und dauerhafte Eingliederung auf dem Arbeitsmarkt erreicht werden. Trotz häufiger Diskussionen und Auseinandersetzungen über gesellschaftliche, soziale und berufliche Aussichten Behinderter, scheint dieser Bereich in der Öffentlichkeit noch weitgehend unberücksichtigt und immer noch als Tabuthema.
