Die betriebliche Mitbestimmung der Arbeitnehmer ist eine in der Bundes- republik Deutschland seit Jahrzehnten lebhaft diskutierte gesellschaftspoliti- sche Frage. In jüngster Zeit werden erneut Forderungen nach einer Erwei- terung bzw. Umgestaltung der bestehenden Mitbestimmungsordnung laut. Dabei handelt es sich weitgehend um politische Probleme, um Interessen und Zielsetzungen der an der Unternehmung als sozialem Gebilde interessierten Personen bzw. Gruppen. Angesichts dieses Sachverhalts scheinen vor allem Disziplinen wie die Politik- wissenschaft, die Soziologie, die Religionsphilosophie und die Rechtswissen- schaft zu Stellungnahmen zum Mitbestimmungsproblem aufgerufen. Aber auch die Forderung nach Beiträgen der Betriebswirtschaftslehre ist von der Sache her begründet, berührt die Mitbestimmung doch unmittelbar die Struktur der Entscheidungs-und Herrschaftsgewalt in den Unternehmungen. Eine wissenschaftliche Analyse des Mitbestimmungsproblems hat dem Krite- rium der Neutralität zu genügen. Sie soll frei von ideologischer Färbung die politische Auseinandersetzung objektivieren. Eine erfolgversprechende be- triebswirtschaftliche Untersuchung der Mitbestimmungsfrage ist jedoch an bestimmte Voraussetzungen gebunden. Eine dieser Voraussetzungen bildet die Entwicklung eines Unternehmungs- modells, welches das notwendige begriffliche und theoretische Instrumenta- rium für die betriebswirtschaftliche Mitbestimmungsdiskussion liefert. In der vorliegenden Untersuchung wird der Versuch unternommen, einen für diesen Zweck geeigneten theoretischen Bezugsrahmen zu entwerfen. Am Ende der Arbeit steht daher als "Lösung" ein "Projektionsmodell" für die Mitbestim- mungsdiskussion (das politische System der Unternehmung), nicht dagegen eine konkrete Empfehlung zur Gestaltung der Mitbestimmungsfrage. Will die praktisch-normative Betriebswirtschaftslehre bei der gesetzgeberischen Lö- sung des Mitbestimmungsproblems konkrete Empfehlungen zur Gestaltung der Machtverteilung zwischen den an der Unternehmung beteiligten Inter- essengruppen abgeben, so läuft sie m. E.
